Instructions
- Hollow out the tops of medium bell peppers and remove seeds. In a bowl, hand-mix washed raw rice, minced meat, chopped onions, tomato paste, mint, parsley, salt, pepper, and olive oil. Stuff the peppers about 80% full (to allow rice to expand). Cap with the pepper tops or a tomato slice, and stand upright in a pot. Pour hot water mixed with tomato paste and olive oil, cover, and simmer.
